El Paso Electric Company’s (EPEC) High Performance Homes and ENERGY STAR® certified new homes can provide a more comfortable and energy-efficient living environment while also helping to keep monthly energy costs down. El Paso Electric is proud to sponsor the High Performance New Homes Program, which helps homebuilders to construct energy-efficient homes by providing training, guidance and financial incentives to help offset the cost of energy-efficient upgrades.

If you’re in the market for a new home, or if you’re a homebuilder constructing new, single-family homes in the El Paso Electric New Mexico service territory, read below to learn more about High Performance Homes and ENERGY STAR® certified new homes.


High Performance Homes

High Performance Homes and ENERGY STAR® certified homes are significantly more energy efficient than standard homes. In fact, High Performance Homes are required to exceed code performance by a minimum of 15 percent, and most ENERGY STAR® certified homes exceed code by 30 percent.

Participating homebuilders achieve this high level of efficiency by incorporating a variety of specialized features, including:

  • Tight Construction and Ducts
  • Effective Insulation Systems
  • Efficient Heating and Cooling Equipment
  • High-Performance Windows
  • ENERGY STAR® Appliances & Products
  • Independent Testing of Energy Performance

Program Benefits

How to Participate

  • Complete and submit a program application

  • If you are interested in constructing ENERGY STAR® certified homes, fill out an Online Partnership Agreement with the national ENERGY STAR® for New Homes Program at ENERGY STAR®.

Incentives will be paid on a first-come, first-served basis, subject to project and customer eligibility and availability of funds. See below to learn more about eligibility requirements and the types of financial incentives available in 2017. Two types of incentives are available: Whole-House Path and Prescriptive Path.


Whole-House Path
 
Homebuilders can receive incentives for constructing new, single-family homes that exceed current New Mexico code requirements.

To Qualify for the Whole-House Path

  1. Complete and submit a program application.
  2. Complete and sign the builder agreement.
  3. Select a RESNET-accredited HERS Rater.
  4. Work with your HERS Rater to maximize the performance incentives.
  5. Build homes according to the measures you have selected.
  6. Conduct on-site inspections and home performance testing.
  7. Obtain and submit final documentation for each home to EPEC via the online rebate system for final incentive.

Prescriptive Path

Builders can receive incentives to install above-code products in newly built homes. You must install a minimum of two measures from the table below to qualify

 To Qualify for the Prescriptive Path

  1. Complete and submit a program application
  2. Complete and sign the builder agreement.
  3. Submit photo documentation and purchase receipt(s) via the online system. If one of your homes is selected for post-installation verification, the verification must be completed before the incentives will be paid.
